市场化、增长目标约束与城市环境污染

Marketization,Growth Target Constraints,and Urban Environmental Pollution

文章以我国258个地级及以上城市为研究对象,采用固定效应和Tobit模型分析市场化、增长目标约束与城市环境污染之间的内在联系。研究发现:市场化显著抑制城市环境污染,增长目标约束会加剧城市环境污染进而侵蚀城市环境,市场化与增长目标约束两者交互项对城市环境污染起抑制作用,上述结论在稳健性检验后依然成立;机制检验发现,市场化通过促进创新水平提升而抑制环境污染,增长目标约束通过抑制产业结构升级而加剧环境污染;进一步分析显示,市场化对城市环境污染的影响存在增长目标约束的门限效应,增长目标约束强度越高,市场化加剧城市环境污染的作用越强。研究结论对转变政府发展理念,改善城市环境具有重要现实意义。

Taking 258 cities at prefecture level and above in China as research objects,this paper uses fixed effect and Tobit model to analyze the internal relationship between marketization,growth target constraints,and urban environmental pollution.It is found that marketization significantly inhibits urban environmental pollution,growth target constraint aggravates urban environmental pollution and then erodes urban environment,and the interaction of marketization and growth target constraint inhibits urban environmental pollution.The above conclusions are still valid after the robustness test;the mechanism test shows that marketization inhibits environmental pollution by promoting innovation level,and growth target constraint aggravates environmental pollution by inhibiting industrial structure upgrading;further analysis shows that there is a threshold effect of growth target constraint on the impact of marketization on urban environmental pollution.The higher the constraint intensity of growth target,the stronger the role of marketization in aggravating urban environmental pollution.The research conclusion has important practical significance for changing the government development concept and improving the urban environment.
