基于三维空间的城市社区韧性治理——以W市D社区的经验为例

Urban Community Resilience Governance Based on Three-Dimensional Space—The Experience of D Community in W City

韧性是为了应对复合型灾害风险而产生的治理理念。由于灾害或风险往往都是在社区层面被首先感知,因此理解社区韧性治理对有效应对突发公共事件具有重要意义。文章将社区视为由物理—社会—信息组成的三维空间,通过深入分析D社区应对某突发公共事件治理行动,识别基于三维空间的社区韧性关键要素,并在此基础上,深入分析社区韧性治理机制。主要结论如下:第一,“物理空间保证硬件水平”和“社会空间约束服务目标”使信息空间得以拓展,并为多元主体提供了新的合作治理空间;第二,以“党建引领+信息化”为主要特征的三维空间耦合式协同发展是中国城市社区韧性治理可持续发展的关键。

Resilience is a governance concept that arises in response to compound disaster risks.Since disasters or risks are often first perceived at the community level,understanding community resilience governance is of great significance to effectively respond to public emergencies.This paper considers community as a three-dimensional space composed of physical-social-information and identifies the key elements of community resilience based on the three-dimensional space through an in-depth analysis of D community’s governance actions in response to a public emergency.On this basis,the paper provides the in-depth analysis on the mechanism of community resilience governance.The main conclusions are as follows:firstly,“physical space guarantees hardware level”and“social space constraints service goals”expand the information space and provide a new cooperative governance space for multiple subjects;secondly,the coupled synergy development of three-dimensional space,mainly featured with“Party building leading+informatization”,is the key to sustainable development of resilience governance of Chinese urban community.
