社区治理创新研究何以体现理论自觉

How Community Governance Innovation Research Reflects Theoretical Consciousness

话语体系建构可作为理解学术研究理论自觉的观察视角。社区治理创新话语体系实际上就是对核心关键词所代表的碎片化话语的整合和型构。解读社区治理创新研究的话语建构,需着眼于核心关键词背后的实践与理论内涵。以CSSCI论文为文本,运用SATI和UCINET软件分析工具的共词分析发现,社区治理创新研究领域已形成两种话语体系,即以解决问题为导向的实践话语和以逻辑解析为导向的理论话语。前者基于对社区治理创新政策设计和实践探索的经验描述,表现为以“党建引领”为代表的政党话语、以“共建共治共享”为代表的共同体话语、以“社区协商”为代表的民主话语、以“智慧社区”为代表的技术话语等话语类型;后者基于对社区治理创新经验现象的抽象性反思和深层次探讨,表现为“党建统合”“去行政化”“再组织化”等话语形式。理论话语建构体现了研究者不断实现理论自觉的努力。持续推进中国社区治理创新研究,必须继续着眼于中国社区治理创新的鲜活实践,保持对既有理论范式的质疑和反思,在此基础上形成本土性的问题意识和理论体系。

The construction of discourse system can be used as an observational perspective for understanding theoretical consciousness of academic research. The community governance innovation discourse system is actually the integration and structuring of the fragmented discourse represented by the core keywords. To interpret the discourse construction of community governance innovation research, we need to focus on the practical and theoretical connotations behind the core keywords. Taking CSSCI papers as the text, using the co-word analysis of SATI and UCINET software analysis tools, it is found that two discourse systems have been formed in the field of community governance innovation research, namely, problem-solving-oriented practical discourse and logical analysis-oriented theoretical discourse. The former is based on empirical descriptions of policy design and practical exploration of community governance innovation, and can be divided into several discourse types, including party discourse represented by “led by party building”, community discourse represented by “collaboration, participation and common Interests”, democratic discourse represented by “community consultation”, and technical discourse represented by “smart community” and so on;the latter is based on abstract reflection and in-depth discussion of empirical phenomena of community governance innovation, showing such discourse forms as “integration of party building”, “de-bureaucratization” and “re-organization”. The theoretical discourse construction of community governance innovation research profoundly reflects the researcher’s continuous efforts to achieve theoretical consciousness. To advance the research on community governance innovation, we must continue to focus on the fresh practice of community governance innovation in China, maintain questioning and reflection on existing theoretical paradigms, and form a local problem awareness and theoretical system.
