Reconstruction of Administrative Approval Process from the Perspective of Seamless Government Theory--Taking the“Integration of Second Batch and Second Report”Government Service Reform in Shenzhen as an Example

在服务型政府建设的背景下,国家治理体系现代化所追求的目标已经超越了传统简单的简政放权,行政改革逐渐摆脱了以政府为中心的治理逻辑,开始探索面向公众的“无缝隙政府”,而技术的发展进步使其成为了可能。因此,在梳理我国行政审批制度发展现状的基础上,以无缝隙政府理论的政府再造方案主要的规划原则为理论基础,分析了“深圳样本”的相关经验,探讨了进一步推进改革可能遇到的障碍,以期能够为后续改革的深入和其他地区的探索实践提供一定的启示。

In the context of the construction of service government,the modernization of national governance system has gone beyond the tra-ditional simple streamlining of administration and delegating power.Administrative reform has gradually gotten rid of the government-cen-tered governance logic and begun to explore the“seamless government”for the public,and the development and progress of technology makes it possible.Research on combing the current situation of the development of administrative examination and approval system,on the basis of seamless government theory of government reengineering scheme the main planning principles as the theoretical basis for analysis of the“shenzhen sample”experience,explore further advance reform may encounter obstacles,so as to be able to further reform of exploration practice and other areas to provide the certain enlightenment.
