长三角地区城镇内涝成因与现代化防治对策研究

摘要 江苏省昆山市花桥经济开发区地处长三角河网密集区,因现状城市自然条件和防洪格局制约、城市开发导致地表下垫面变化,以及城市排水系统建设滞后等多重原因,掣肘该区域生态现代化安全发展。通过深入分析区域内涝成因,利用PCSWMM雨洪管理模型预测远期城市开发后存在内涝高风险区域。基于模型分析和城市现状发展条件,从加强内涝防治与区域防洪的衔接、优化近远期管网建设、建设海绵城市片区及运用智慧水务平台4个方面,总结城镇内涝防治的建议与对策。 Huaqiao Economic Development Zone in Kunshan of Jiangsu is located in a densely populated area of the Yangtze River Delta.Due to the constraints of the current urban natural conditions&flood control pattern,the changes of the underlying surface caused by urban development,and the lagging construction of the urban drainage system,the ecological modernization and safe development of the region are constrained.Through in-depth analysis of the causes of regional waterlogging,PCSWMM rainfall&flood management model is used to predict the high-risk areas of waterlogging after long-term urban development.Based on the model analysis&the current urban development conditions,the suggestions&countermeasures for urban waterlogging prevention&control are summarized from four aspects:strengthening the connection between waterlogging prevention&regional flood control,optimizing the short-term&long-term pipeline network construction,building sponge city areas and using smart water affairs platforms.
