中国海洋疆界空间信息系统构建刍议

摘要 针对我国海洋疆界在表层自然空间、垂向三维空间等多方面的复杂性和特殊性,本文对中国海洋疆界空间信息系统构建方法与技术进行了探讨,提出了基于数字地球模型构建海洋疆界统一时空框架的方法,设计了采用面向对象的矢栅一体化空间数据模型对海洋疆界基础时空信息实现一体化组织的技术路线,探索了基于我国自主卫星的协同观测与星空地立体监测和海洋立体监测与数值模拟协同计算实现我国海洋疆界区域动态监测、立体分析的关键技术实现方法,结合我国数字海洋信息基础框架下的原型系统研发,验证了其可行性。最后,结合我国智慧海洋建设,提出了未来发展方向与研究重点。 In view of the complexity and particularity of China′s marine boundary in surface natural space and vertical three-dimensional space,this paper discusses the construction method and technology of China′s marine boundary spatial information system,and puts forward a method to build a unified space-time framework of China′s Marine boundary based on digital Earth model.This paper designs a technical route to realize the integrated organization of the basic space-time information of the maritime boundary by using the object-oriented vector raster integrated spatial data model,explores the key technology and implementation methods for realizing the dynamic monitoring and three-dimensional analysis of China′s marine boundary region based on the cooperative observation of China′s independent satellites and the three-dimensional monitoring of space and ground,and the collaborative calculation of ocean three-dimensional monitoring and numerical simulation.Combined with the research and development of the prototype system under the framework of China′s digital marine information infrastructure,the feasibility of the prototype system is verified.Finally,combined with China′s smart ocean construction,the future development direction and research focus are proposed.
