基于多源遥感影像的耕地监管核查一体化平台设计与实现

摘要 目前耕地保护工作面临着强化资源监管、提升服务能力的迫切需求,耕地监管不足,耕地项目存在核查难、质量差、效率低等问题。本文基于多源遥感影像,充分利用遥感、移动GIS等技术,建立了耕地保护监管核查新模式,研发了耕地监管核查一体化平台,实现了省、市、县业务的互联互通,构建了提取、下发、核查、审查一体化业务技术体系,全面提升了耕地动态监管核查效率,使主管部门对耕地违法行为做到早发现、早处置,切实做到严守耕地红线。 At present,the protection of cultivated land is facing the urgent need to strengthen resource supervision and improve service capabilities.There is insufficient supervision of cultivated land,and the problems of difficult verification,poor quality and low efficiency in cultivated land projects.Based on multi-source remote sensing images,this paper makes full use of remote sensing,mobile GIS and other technologies to establish a new mode of cultivated land protection supervision and verification,and develops an integrated platform for cultivated land supervision and verification,realizes the interconnection of provincial,municipal,and county business,and builds an integrated business technology system for extraction,distribution,verification and review,comprehensively improves the efficiency of the dynamic supervision and verification of cultivated land and enables the competent authorities to detect and deal with violations of cultivated land early,and to strictly observe the red line of cultivated land.
