深圳地表水监测质量监督量化评估与应用

摘要 分析了深圳市地表水监测引入社会化服务后面临的质量监管难点,制定了涵盖机构监测能力、采样现场检查、实验室现场检查、现场盲样考核等4个要素的量化评估方案,并明确了各要素包含的评价指数及权重。2021年运用该模式开展了一次深圳地表水监测机构的全过程质量监督检查,等级评定结果反映了承担深圳地表水监测的实验室能力水平较高,没有发现不合格的实验室。 This paper analyzes the difficulties of quality supervision in Shenzhen surface water monitoring after the introduction of socialized services,and makes a quantitative evaluation scheme covering four elements,including institutional monitoring capacity,on-site sampling inspection,on-site laboratory inspection and on-site blind sample assessment,and defines the evaluation index and weight of each element.In 2021,this model was used to carry out a whole-process quality supervision and inspection of Shenzhen surface water monitoring institutions,and the grade evaluation results showed that the laboratory responsible for Shenzhen surface water monitoring has a high level of competence,and no unqualified laboratory was found.
