多主体协同社会治理的随机微分博弈模型

Stochastic Differential Game Model of Multi-Agent Collaborative Social Governance

社会治理是国家治理的重要组成部分,创新社会治理方式是推进国家治理能力现代化的必然要求。近年来,政府、社会组织与公众之间的合作治理正日益成为中国社会治理的重要形式。各治理主体如何协调合作才能取得好的治理效果成为研究的一个热点。本文针对社会治理中的多主体协同合作问题,构建了包括政府、社会组织和公众三类治理主体的随机微分博弈模型,运用动态规划方法求得了非合作博弈与合作博弈两种模式下Nash均衡策略;并结合数值仿真分析,对模型的相关参数进行了灵敏度分析。研究发现:当政府、社会组织和公众三类主体都参与到协同治理中时,社会治理的整体收益值随着时间的发展不断变化,其收益值高于三者各自为政时的收益,于此相对应,此时三类治理主体的社会状态水平也高于各自为政的情形,说明了协同对社会治理具有积极正面的价值。

Social governance is an important part of national governance,and innovative social governance is an inevitable requirement to modernize national governance capacity.In recent years,cooperative governance among governments,social organizations and the public is becoming an increasingly significant form of social governance in China.How to coordinate and cooperate with each governance subject to achieve good governance effect has become a research hotspot.Aiming at the problem of multi-agent cooperation in social governance,this paper constructed a stochastic differential game model including government,social organizations and the public,and used the dynamic programming method to obtain Nash equilibrium strategy in two modes:non-cooperative game and cooperative game.Along with the numerical simulation analysis,the sensitivity analysis of the relevant parameters of the model was carried out.It is found that when the government,social organizations and the public all participate in collaborative governance,the overall benefit of social governance changes with the passage of time,and is higher than that when the three subjects are independent.Correspondingly,the social state level of the three governance subjects is also higher than that when they are independent,which shows that collaboration has positive value for social governance.
