水泥厂污染物排污系数及治理技术研究

摘要 依据不同方法核算某水泥项目颗粒物和氮氧化物排放污染源强,对比环境影响预测结果,表明污染源强核算方法和依据不同影响预测结论差别较大。同时收集和对比了部分省份水泥项目环境影响报告的污染物排放源强核算和PM_(10)、PM_(2.5)占比,结果表明环境影响评价过程中未能紧扣采取的环保措施核算污染源强,不同省份和同一省份不同项目之间差异较大,与行业污染源强核算指南中规定的排污系数也存在较大差别。相关部门应及时根据治理技术发展和环评需求,修订行业污染物源强核算指南,各省应加强污染物源强核算管理,统一同一地区核算依据和要求,当部分项目采取了特别的污染防控措施时,应强调说明其采取污染防治措施的特点并分析排放目标的可达性,以使环境影响评价更为客观和科学。 According to different methods to calculate the pollution source strength of particulate matter and nitrogen oxide emission in a cement project,the comparison of environmental impact prediction results shows that the pollution source strength calculation methods and the prediction conclusions based on different impact are quite different.At the same time,the calculation of pollutant emission source strength and the proportion of PM_(10) and PM_(2.5) in the environmental impact report of cement projects in some provinces were collected and compared.The results showed that the environmental protection measures taken in the process of environmental impact assessment were not closely related to the calculation of pollution source strength,and there were great differences between different provinces and different projects in the same province.There is also a big difference with the pollutant discharge coefficient stipulated in the industry pollution source accounting guide.Relevant departments should timely revise the guidelines for industrial pollutant source intensity accounting according to the development of treatment technology and the needs of environmental assessment.Provinces should strengthen the management of pollutant source intensity accounting and unify the accounting basis and requirements in the same region.When some projects adopt special pollution prevention and control measures,they should emphasize the characteristics of pollution prevention and control measures adopted and analyze the accessibility of emission targets.To make environmental impact assessment more objective and scientific.
