摘要
“十三五”时期,我国高等教育毛入学率超过50%,高等教育正式进入普及化阶段。我国全面建成小康社会,历史性地解决了绝对贫困问题,但基础教育资源分配不均仍是教育公平面临的主要课题,其中高等教育入学机会是关键。梳理西方教育公平理念发展,特别是公平补偿理论和政策实践,分析中国高等教育发展现状,以及农村和贫困地区专项招生计划的实施成效与面临的新问题,新时代背景下应继续推进和完善公平补偿政策,以发展的联系的举措促进入学机会公平。
During the 13th Five-Year Plan period,the gross higher education enrollment rate in China exceeded 50%,mass higher education further developed to be universally accessed.China has built up a comprehensively well-off society and solved the issue of absolute poverty.However,the uneven distribution of basic education resources remains a major issue facing educational equity,among which higher education entry opportunities is the critical issue.Referring to the philosophical development of education equity in the Western countries,especially the equity compensation policy and practice,in combination with the current situation of higher education in China and the effectiveness of special-program enrollment policy implemented in poverty-stricken and rural areas,it is proposed that China’s higher education should continue to promote and improve compensation policies in the new era,enhancing equal chances of higher education through dynamic and related measures.
