公立医院整体性同质化病区平台化管理模式的构建与实施

Construction and implementation of integrated and homogenous ward platform management in public hospitals

目的:介绍山东第一医科大学第二附属医院为破除“看病难”弊端,实现“零等待”智慧就医模式而构建医院整体性同质化病区平台化管理模式的实践经验。方法:基于SPO模型,从架构、过程、结果多维度着手,通过“全院一张床”“同质化护理”和“床旁出入院”三平台融合,梳理同质化医疗业务、同质化护理以及“零等待”服务的实施和管理成效。结果:2020-2021年,医院床位利用率、实际占床日、出院人次等主要KPI稳步提升,办理入出院时间缩短至5分钟以内,医院运营效率和人员绩效大幅提升。结论:医院整体性同质化病区平台化管理模式实现了全院病区医疗资源的集中管控,统一了工作流程,降低了运营成本,提高了医疗质量,提升了患者满意度。

Objective:To introduce the practical experiences of the Second Affiliated Hospital of Shandong First Medical University in building a holistic homogeneity ward platform management mode and fulfill"Zero Waiting"smart medical mode,in the background of"difficulty in seeing a doctor"in public hospitals caused by the poor allocation of medical resources,so as to provide a reference for medical institutions.Methods:Based on the SPO model,and starting from the multi-dimensional structure,process and results,the Second Affiliated Hospital of Shandong First Medical University established a ward allocation center to coordinate the overall allocation and management of beds in the whole hospital.Through the integration of the three platforms of"one bed for the whole hospital","homogenous nursing"and"bedside admission",the implementation and management effects of homogenous medical services,homogenous nursing,and"zero waiting"services were combined.Results:Between 2020 and 2021,the utilization rate of beds,the actual bed occupancy,and the number of discharged persons increased steadily.The time for patients to handle admission and discharge was shortened to less than 5 minutes.The hospital?s operational efficiency and personnel performance improved significantly.Conclusion:The hospital?s holistic and homogeneous ward platform management mode has realized the centralized management and control of all wards in the hospital,unified the work process,reduced the operating cost,increased the medical quality,and improved patient satisfaction.
