油气企业在海南省融合发展油气与新能源的机遇及有关建议

Opportunities and Suggestions of the Integrative Development Concerning Oil and Gas and New Energy in Hainan Province by Enterprises

党中央、国务院赋予海南自贸港“三区一中心”的战略定位,油气企业在海南省的发展面临新的机遇和挑战。着眼海南省发展定位,从政策分析、资源优势及能源发展空间等方面针对能源供需平衡研究得出:一方面传统油气在海南省未来15年仍具增长空间,另一方面丰富的自然资源和良好的政策环境也为新能源业务发展提供了良好条件。建议油气企业立足海南省岛内资源和需求,利用好政策优势实施综合发展,将加大油气勘探开发力度与加快业务转型结合起来,将传统油气业务与新能源业务融合发展结合起来,将企业发展与融入海南省绿色低碳能源体系建设结合起来,不断实现业务增长并谋求可持续发展。

With Hainan Free Trade Port endowed with the strategic position of“three zones and one center”bythe CPC Central Committee and the State Council,oil&gas enterprises in Hainan have faced new opportunities and challenges.Targeting at the positioning of Hainan’s development,the study on energy supply and demand balance has been carried out involving policy analysis,resource advantage as well as the energy development space.The result shows that on one hand,there is still room for growth of traditional oil and gas in Hainan province in the following 15 years;on the other hand,abundant natural resources and favorable policy environment also provide favorable conditions for the development of new energy business.It is suggested that oil and gas enterprises should be based upon the resources and needs of Hainan province,and make good use of policy advantages to implement comprehensive development.They should also concentrate more on oil and gas exploration and development and accelerate business transformation,integrative traditional oil and gas enterprises with new energy businesses,and combine enterprise development with that of green and low-carbon energy system in Hainan province,in a bid to continuously achieve business growth while pursuing sustainable development.
