Affirming the Efficiency of State Governance:The Identification Mechanism of the Institutional Advantages of Socialism with Chinese Characteristics

社会成员对中国特色社会主义制度优势的认同,是一个确信国家治理效能的动态过程。国家治理效能的物质形态、精神形态、数字形态、行为形态和对比形态构成了制度优势认同的现实基础。在国家治理效能客观存在的基础上,制度优势的认同需要国家治理效能具有持续性,即平稳地保持相当长的一段时间。在此期间,国家治理效能的历史必然性逐步显现,社会成员确信国家治理效能的真实存在,进而认同制度优势。建构中国特色社会主义制度优势认同,应当将国家治理效能作为立足点,引导社会成员关注国家治理效能的持续性,在国家治理效能叙事中融入历史必然性逻辑,增强社会成员对国家治理效能的理性认同。

The social members’identification of the advantages of the socialism with Chinese characteristics is a dynamic process of affirming the efficiency of state governance.The material,spiritual,digital,behavioral and comparative forms of state governance efficiency constitute the realistic basis for the identification of institutional advantages.On the basis of the objective existence of state governance efficiency,the identification of institutional advantages requires the sustainability,i.e.the stable maintenance,of the efficiency of state governance in a considerable period of time.During this period,the historical inevitability of state governance efficiency gradually emerges;members of society are convinced of the real existence of state governance efficiency,and then recognize the institutional advantages.To construct the identity of the advantages of socialism with Chinese characteristics,we should take state governance efficiency as a foothold,guide members of society to give due attention to the sustainability of state governance efficiency,integrate the logic of historical inevitability into the narrative of state governance efficiency,and enhance social members’rational identification of state governance efficiency.
