台湾地区社区营造的经验与启示——以台南市银同社区为例

Experience and Enlightenment of Community Building in Taiwan–A Case Study of Yintong Community in Tainan City

随着城市化的推进,发展的难题也日益凸显,如何实现社区更好的发展,已成为一大挑战。我国台湾地区自1994年推动社区营造以来,“在地行动”“由下而上”“社区培力”“在操作中学习”“环境正义”和“民众参与”等理念助力社区整体实力的全面提升。因此,文章借镜我国台湾地区社区营造的政策规划与实施经验,从“人”“文”“地”“产”“景”五个面向,并以台南市银同社区为例,探讨社区的内生“培力”与“造人”方面的推动。

With the advancement of urbanization,the problems of development have become increasingly prominent.How to achieve better community development has become a major challenge.Since community building was promoted in Taiwan in 1994,the concepts of localized action,bottom-up,community training,learning in operation,environmental justice,and public participation have facilitated the improvement of overall community strength.Therefore,by analyzing the policy planning and implementation experience of Taiwan,and taking Yintong Community in Tainan City as an example,this paper explores the ways to promote the endogenous“training”and“vitalization”of communities from the five perspectives of“people”,“culture”,“land”,“production”,and“landscape”.
