我国高等教育评估政策的价值冲突及其调适

On the Value Conflict and Adjustment of China’s Higher Education Evaluation Policy

高等教育评估政策是高等教育质量保障的重要手段,高等教育评估政策背后隐藏的价值冲突是造成我国高等教育质量问题凸显的深层次原因。回溯高等教育评估政策变迁的过程,在不同阶段我国高等教育评估政策的价值选择与价值冲突呈现出动态演进的特征。高等教育政策价值取向的变迁是复杂时空环境交织的结果。我国高等教育评估政策主要存在政策主体之间、政策主体与政策客体之间两种类型的价值冲突。我国高等教育政策应从回归育人本位的教育本体价值着手,加快构建政府、高校与社会的新型评估格局,从分类评估促进高校特色发展的政策导向等方面进行冲突调适。

The policy of higher education evaluation is an important means to guarantee the quality of higher education.The value conflict hidden behind the higher education evaluation policy is the deep reason for the prominent quality problems of higher education in China.Looking back at the process of the change of higher education evaluation policies,the value choice and value conflict of China’s higher education evaluation policies in different stages show the characteristics of dynamic evolution.The change of value orientation of higher education policy is the result of the interaction of complex space-time environment.There are two types of value conflicts:one is the value conflict between policy subjects,and the other conflict is between policy subject and policy object.With the purpose of conflict adjustment China’s higher education policy should return to the people oriented educational value,accelerate the construction of a new assessment pattern of government,universities and society,and promote the characteristic development of universities with evaluation by category.
