The New Trends of Japanese Industrial Policy under the Great Changes

在国际政治经济形势日趋复杂的背景下,日本出现了再次重视产业政策的新动向。梳理战后以来日本产业政策支持理论发现,“企业家型政府理论”成为支撑日本产业政策的主要理论,注重经济安全是日本产业政策逻辑转变的重要外部因素,日本的产业政策概念发生了从狭义向广义的转变。当前,日本政府推动产业政策与环境、经济安全、分配等问题相协调,表现出以解决社会经济发展问题为目标、注重促进制造业发展与提升产业链供应链安全、构建供给与需求并重的政策框架等新特征。新形势下日本产业政策动向对中国而言,既是挑战也是机遇。

In the context of the increasingly complex international political and economic situation,Japan has shown a new trend of re-emphasizing industrial policy.Based on sorting out the supporting theories of Japan’s industrial policy since the post-war period,we found out that the theory of"entrepreneurial government"is the main theory supporting Japan’s industrial policy under the new situation,and believes that Japan’s emphasis on economic security is an important external factor in the transformation of its industrial policy logic.The concept of industrial policy in Japan has changed from a narrow to a broad range.Recently,the Japanese government has promoted the coordination of industrial policies with the issues of environmental,economic security,distribution,showing that it has the characteristics of aiming to solve social and economic development problems,paying attention to promoting the development of the manufacturing industry and improving the security of the industrial chain,and building a policy framework that pays equal attention to supply and demand.The trend of Japan’s industrial policy under the new situation is both an opportunity and a challenge for China.
