面向提升绿证需求的跨区互联系统经济低碳调度策略 被引量:6

摘要 中国高比例可再生能源并网引起的电力系统弃电问题愈发严重。为提升系统运行中可再生能源消纳率,文中提出一种面向提升绿证需求的跨区互联系统经济低碳调度策略。首先,针对送端发电互补特性和受端系统调峰能力对跨区互联系统进行建模。其次,建立面向提升绿证购买需求的绿证-碳联合交易模型,实现了绿证购买者从售电企业到火电机组的转换,同时针对绿证交易模型,提出基于绿证供需关系的绿证交易定价机制,通过价格信号灵活调整绿证购买量。最后,考虑送端风电不确定性带来的风险成本,建立以跨区互联系统总成本最小为目标的日前优化调度模型。仿真算例表明,文中所提调度策略可促进可再生能源跨区消纳,改善系统运行经济性,降低碳排放。 The problem of power system curtailment caused by high proportion of grid-connected renewable energy in China is becoming more and more serious.In order to improve the accommodation rate of renewable energy in the operation of the system,this paper proposes an economic and low-carbon dispatching strategy of cross-region interconnected systems for promoting green certificate demand.First,against the complementary characteristics of power generation at the sending end and the peak shaving capability of receiving-end system,the cross-region interconnected system is modeled.Secondly,a green certificate-carbon joint trading model for increasing the green certificate purchase demand is built,realizing the shift of green certificate buyers from electricity sale enterprises to thermal power units.At the same time,for the green certificate trading model,a green certificate trading pricing mechanism based on the relationship between green certificate supply and demand is proposed,adjusting the green certificate purchase quantity through price signals flexibly.Lastly,considering the risk measurement cost brought by the uncertainty of wind power at the sending end,a day-ahead optimal scheduling model with the goal of minimizing the total cost of cross-region interconnected systems is established.The simulation example shows that the dispatching strategy proposed in this paper can promote the cross-regional accommodation of renewable energy,improve the system operation economy,and reduce the carbon emission.
