Guiding Opinions on Promoting Reform of Water Use Right provide comprehensive and clear guidelines for the framework of water use right.With an introduction on the role of the reform,the paper discusses the four contents of the reform of water rights in detail,including initial allocation,market-oriented transaction,trading platform and supervision and management,and also analyzes the process of debates in order to get a unified understanding of the reform,as well as supporting systems and measures to safeguard the reform.It also summarizes the key points and reform measures of the Guiding Opinions.
