推进用水权市场化交易促进水资源节约和优化配置

Promoting marketization of water use rights for water resources conservation and optimal allocation

2022年8月,水利部、国家发展改革委、财政部联合印发《关于推进用水权改革的指导意见》,对用水权改革作出了总体安排部署。从充分认识推进用水权市场化交易的必要性、准确把握推进用水权市场化交易的要求、多措并举推进用水权市场化交易规范有序开展三方面对《意见》出台背景及主要内容进行了分析研究,以期为推进用水权市场化交易提供参考借鉴。

In August 2022,the Ministry of Water Resources,the National Development and Reform Commission and the Ministry of Finance jointly issued the Guiding Opinions on Promoting Reform of Right to Water Use,with overall arrangements for the reform.The background and main contents of the Opinions are evaluated and studied from three aspects of fully understanding the necessity of marketization of water use rights,accelerating marketization process,and taking multiple measures for rational development,so as to obtain valuable experiences from the reform.
