新法规体系下北京市普通化妆品备案现状分析与对策探讨

Analysis of the Current situation and Countermeasures of the Filing of Ordinary Cosmetics in Beijing under the New Legal System

目的:分析普通化妆品备案资料常见问题及特点,以提高备案质量和监管水平。方法:通过归纳总结2021年5月~2022年4月北京市国产普通化妆品和进口普通化妆品首次备案数据和审查意见情况,找出普通化妆品备案意见共性问题及差异,并分析原因提出解决对策。结果:普通化妆品备案资料在产品配方、产品执行标准、产品标签、产品安全评估资料方面申报质量相对不足,且国产普通化妆品整体意见数量多、通过率相对较低。结论:建议化妆品备案人和监管部门从增强备案人主体责任意识提高备案质量、统一标准规范审查工作、加强交流创新宣传服务等措施入手,不断提升备案水平和监管实效。

Objective:This paper aims to analyze the common problems and characteristics of general cosmetics filing materials,and improve the filing quality and supervision level.Methods:By summarizing the filing data and review opinions of domestic and imported ordinary cosmetics in Beijing from May 2021 to April 2022,this paper found out common problems and differences of the filing opinions of ordinary cosmetics,analyzes the reasons and puts forward countermeasures.Results:The quality of the filing materials of ordinary cosmetics is relatively poor in terms of product formula,product implementation standards,product labels and product safety evaluation materials.The overall number of opinions of domestic general cosmetics is large but the pass rate is low.Conclusion:It is suggested that cosmetic filers and regulatory departments should take measures to enhance the main responsibility consciousness of filers,improve the quality of filing,unify standards and standardize the review work,and strengthen communication and innovative publicity services,so as to continuously improve the filing level and regulatory effectiveness.
