共同富裕目标下我国住房制度改革研究

住房兼具民生属性与财富属性,推进住房制度改革、保障住房市场平稳运行是实现共同富裕的必然选择。本文立足中国住房制度改革的理论探索,以习近平新时代住房发展观为依据,深刻阐释了我国现阶段存在的住房财富差距大、居民收入差异明显、房价与收入不匹配、地方土地财政依赖度高、住房空置率仍处于较高区间等问题。因此,我们要以共同富裕为目标导向,从推动房产税改革、健全住房保障体系、提高住房公积金普惠性等方面推进住房制度改革。

Housing has both the attributes of people’s livelihood and wealth.Promoting the reform of the housing system and ensuring the smooth operation of the housing market is an inevitable choice to achieve common prosperity.With the theoretical exploration of China’s housing system reform and XI Jin-ping’s housing development concept in the new era as the theoretical guidance,this paper profoundly explains the problems existing in China at this stage,such as large housing wealth gap,obvious difference in residents’income,mismatch between housing prices and income,high dependence on land finance,and housing vacancy is still in a high range.Guided by the goal of common prosperity,we will enhance the reform of the housing system by promoting the reform of the property tax,improving the housing security system,and improving the inclusiveness of housing provident fund.
