摘要
脱钩背景下,构建利益补偿机制是用以协调单项体育协会多元主体利益关系的一种创新性制度安排与实践。运用文献资料研究、实地考察等方法探究脱钩后单项体育协会多元主体的利益冲突,解析单项体育协会利益补偿机制的基本框架,提出相应的实施路径。研究认为:脱钩后单项体育协会多元主体的利益诉求与博弈能力差异导致了利益冲突,也是推动构建单项体育协会利益补偿机制的关键因素。在利益相关者理论视角下,利益补偿机制的利益主体主要包括核心利益相关者以及预期利益相关者两类,并拥有不同逻辑的利益关系网络。构建利益补偿机制要遵循公平性与效率性、权利与义务相统一、适量与适度的原则,结合机会成本法与意愿法的标准确保补偿的合理性,同时运用直接经济补偿与间接性的制度补偿方式进行补偿。据此提出实践路径:完善利益补偿机制的制度建设,确保其形成常态化机制;建立健全实施机构,为实施利益补偿提供组织保障;建立利益补偿机制的资金链,保证补偿的资金供给。
In the context of decoupling,the construction of interest compensation mechanism is an innovative institutional arrangement and practice to coordinate the multi-subject interest relationship of individual sports associations.This paper uses the methods of literature and field investigation to explore the interest conflicts of multiple subjects of individual sports associations after decoupling,analyze the basic framework of the interest compensation mechanism of individual sports associations,and propose the corresponding implementation path.The research shows that the interest demands and game ability differences of multiple subjects of individual sports associations after decoupling lead to interest conflicts,which is also the key factor to promote the construction of interest compensation mechanism of individual sports associations.From the perspective of stakeholder theory,the stakeholders of the benefit compensation mechanism mainly include core stakeholders and expected stakeholders,and have different logical interest networks.It is proposed here that the construction of interest compensation mechanism should follow the principle of fairness and efficiency,the unity of rights and obligations,and the principle of moderation and moderation,and combine the standards of opportunity cost law and will law to ensure the rationality of compensation.At the same time,direct economic compensation and indirect institutional compensation should be used to compensate.Therefore,the author puts forward the practical path:to improve the institutional construction of the benefit compensation mechanism and ensure its formation of a normalized mechanism;Establish and improve the implementation organization to provide organizational guarantee for the implementation of interest compensation;Establish the fund chain of interest compensation mechanism to ensure the fund supply of compensation.
