Social Empowerment,Socioeconomic Development,and Community Poverty Reduction

发展社会经济、进行社会赋能为社区减贫和发展提供了重要的理论范式指引。基于X村的产业单一与“收支性”贫困、传统文化式微与生态环境遭破坏等发展困境,绿耕采取社会赋能的方式推动社区减贫,增强社区民众自主发展的能力,实现社区整体性发展,逐步探索以发展社会经济进而实现社会赋能的运行机制——立足社区,依靠互助合作的赋能路径,将贫困对象组织起来,运用社区资产建设的赋能策略,培育互助组,建设合作社,最大限度地激发社区减贫发展的内生动力,从而推动社区整体性可持续发展,走向乡村振兴。

The Marxist social scholar Erik O. Wright’s socioeconomic proposition of social empowerment provides a critical theoretical paradigm for poverty reduction. To resolve the problems,such as the single industry,income poverty,fading of traditional culture,and environmental degradation,in X Village,a social work organization named Lvgeng adopts the way of social empowerment to promote community poverty reduction and enhance villagers’ ability of independent development. The social workers explored and exploited social empowerment approaches to boosting the local economy. They encouraged mutual assistance and cooperation to achieve empowerment based on local conditions. Specifically, they employed the empowerment strategy of asset-based community development to organize the vulnerable to found mutual-aid groups and cooperatives vulnerable groups and maximize the endogenous driving force of community development. This project promotes the village ’s sustainable development and may contribute to rural revitalization.
