Giving full play to the roles of both government and market to provide Shanxi Province with solid support for high-quality development on all fronts

近年来,山西省坚决落实党中央、国务院和水利部的系列部署,抢抓国家稳经济大盘政策机遇,全面扩大水利有效投资,通过积极争取地方政府债券、增加项目资本金撬动、用足用好政策性开发性金融工具、运用PPP等多种方式,充分发挥市场在配置资源中的决定性作用;强化规划引领、政策供给、职能转变、服务指导、优化环境、行业监管等,更好发挥政府作用;推动政府和市场协同发力,加快推进水利基础设施建设,全面深化水利重点领域改革,为山西省全方位推动高质量发展提供了有力保障。

In recent years, Shanxi Province has resolutely implemented a series of deployments by the Central Committee of the Communist Party of China(CPC), the State Council and the Ministry of Water Resources, grasped the opportunities brought by the national economic stabilization policies, and expand effective investment in water conservancy in an all-round way. Shanxi Province has given full play to the decisive role of the market in resource allocation by striving for local government bonds, enhancing the leverage of project capital for investment, making full use of policy-based developmental financial instruments, along with public-private partnership(PPP). In the meantime, Shanxi Province has let the government perform its functions better by paying close attention to state planning as guidance, strengthening policy support, facilitating function transformation, providing service guidance, optimizing the business environment, as well as tightening industry supervision. By giving full play to the roles of both government and market, the construction of water conservancy infrastructure has been accelerated and the comprehensive reform of key areas of water conservancy has been deepened, providing strong support for Shanxi Province to achieve high-quality development in all aspects.
