积极有效扩大水利投资 助推新阶段江西水利高质量发展

Increasing water conservancy investment actively and effectively to facilitate high-quality development of water conservancy in Jiangxi Province in the new stage

江西省是水利大省,全省已建成各类水利工程160余万座(处),构建了较为完善的防洪减灾工程体系、供水安全保障体系、生态安全保护体系,但水利建设资金需求保障不足仍是制约江西省水利高质量发展的瓶颈。文章阐述了江西省多措并举、主动作为,有效推进政府作用与市场机制协同发力,充分发挥水利领域资本积极作用,激发市场主体活力,带动水利工程有效投资,水利稳增长、保安全、惠民生作用持续发挥。

Jiangxi is a big province in terms of water conservancy. The province has built up a total of over 1.6 million various water conservancy projects, which have formed a complete engineering system of flood control and disaster reduction, water supply security system, and ecological security protection system. However, fund shortage for constructing water conservancy facilities remains the bottleneck restricting the high-quality development of water conservancy in Jiangxi Province. This paper elaborates on Jiangxi Province’s multi-pronged and active measures to effectively coordinate the roles of government and market mechanism. By giving full play of the capital’s positive role in water conservancy and stimulating the vitality of market entities, the province has pushed forward effective investment in water conservancy projects, so as to continue play the enabling role of water conservancy in economic growth, safety, and people’s well-being.
