把握和坚持“两手发力” 加快推进湖南水利高质量发展

Giving full play to the roles of both government and market to accelerate high-quality development of water conservancy in Hunan Province

近年来,湖南省深入践行习近平总书记“十六字”治水思路,积极落实水利部系列工作部署,大力实施水安全战略,强化规划引领,创新投融资模式,加快水利工程建设,优化营商环境,充分发挥政府和市场作用,为推动新阶段水利高质量发展作出了湖南贡献。

Recently, Hunan Province has adhered to General Secretary Xi Jinping’s water governance concept of “prioritizing water conservation, balancing spatial distribution, taking systematic approaches, and giving full play to the roles of both government and market”. It has actively carried out plans made by the Ministry of Water Resources and vigorously implemented water safety strategies. Moreover, several measures have been taken to fully leverage the roles of both government and market, including paying close attention to state planning as guidance, innovating investment and financing models, speeding up the construction of water conservancy projects, and optimizing the business environment. Through these efforts, Hunan Province has made its contribution to the high-quality development of water conservancy in the new stage.
