“两手发力”助力云南水利高质量发展的实践与创新

Giving full play to the roles of both government and market to boost the high quality development of water conservancy in Yunnan Province

“两手发力”是习近平总书记“十六字”治水思路的重要内容,是以改革方法破解水利工程融资难的科学路径。云南省全面贯彻落实水利部“锚定一个目标,坚持‘两手发力’,推进三管齐下,深化四项改革”的工作要求,立足省情水情,在“兴水润滇”大规模水利建设中持续推进“两手发力”,在重大工程投融资、农田水价改革和水利工程管理体制机制改革等方面形成了一些具有创新性可复制可推广的经验,可为推进“两手发力”助力新阶段水利高质量发展的具体实践提供借鉴和参考。

General Secretary Xi Jinping proposed “prioritizing water conservation, balancing spatial distribution, taking systematic approaches, and giving full play to the roles of both government and market” as water governance concept. Among them, “giving full play to the roles of both government and market” holds an important position. It is a scientific path to solve the financing difficulty of water conservancy projects through reform. Yunnan Province has fully implemented the work requirements of the Ministry of Water Resources to “set a goal, give full play to the roles of both government and market, adopt a three-pronged approach, and deepen four reforms”. Based on the provincial water conditions, Yunnan Province has continued to promote the roles of both government and market in the large-scale water conservancy construction of “Restoring Water to Nurture Yunnan”, and has formed innovative, replicable and referential experiences in major project investment and financing, farmland water price reform, and water conservancy project management system and mechanism reform, which can provide reference for promoting the high-quality development of water conservancy in the new stage with “the function of both government and market”.
