立足省情实际 创新体制机制 以“两手发力”推动甘肃水利高质量发展

Creating new institutions and mechanisms on the basis of provincial conditions for high-quality development of water conservancy in Gansu Province by giving full play to the roles of both government and market

甘肃省水利工作认真落实党中央、国务院决策部署,通过“两手发力”进一步扩大水利有效投资,全力加强水利基础设施建设,全面推动新阶段水利高质量发展。文章通过深刻分析新发展阶段甘肃省水利投融资面临的形势机遇,提出探索政府主导、社会参与、市场化运作的“两手发力”新模式、新机制,构建金融支持水利发展的有效机制,发挥信贷资金对水利建设的促进作用,积极参与黄河流域治理保护平台公司运作,用好黄河流域治理保护投资基金,优化甘肃省水利投融资平台运营方式,更好服务水利建设与运营管理,推进水权水价制度改革等措施。

Following the decisions and plans by the CPC Central Committee and the State Council, Gansu Province further increased effective investment on water conservancy by giving full play to the roles of both government and market. With stronger efforts on water conservancy infrastructure construction, Gansu Province promoted the high-quality development of water conservancy in the new stage. This paper presents an in-depth analysis of circumstances and opportunities for the investment and financing of water conservancy in Gansu Province, and proposes a new model and mechanism that gives full play to the roles of both government and market, i.e., market-based operation with social participation led by the government. The aim is to foster an effective mechanism for finance to support water conservancy development effectively, play the facilitating role of credit funds in water conservancy facilities construction, actively engage in the corporate operation of the Yellow River basin governance and protection platform, make good use of the Governance and Protection Fund for the Yellow River basin, and optimize the operation of the investment and financing platform for Gansu’s water conservancy. In doing so, we will better serve water conservancy facilities construction and operation management, and advance institutional reform of water rights and price, among other measures.
