水利发展进入新阶段,强化流域治理管理这一重大改革举措赋予流域管理机构新使命。在深入学习水利部强化流域治理管理新要求、准确把握珠江流域水安全保障形势的基础上,文章从统一规划、统一治理、统一调度、统一管理4方面介绍了水利部珠江水利委员会强化流域治理管理的工作思路、实践举措,并凝练总结了进一步强化流域治理管理、推动流域高质量发展的经验启示。

As the development of the water sector has entered a new stage,the major reform measures for strengthening river basin governance and management has given river basin commissions new missions.This paper elaborates in an in-depth manner the new requirements of the Ministry of Water Resources in strengthening the governance and management of river basins,and the situation of water security in the Pearl River Basin.Then it introduces the work ideas and practical measures of the Pearl River Water Resources Commission in reinforcing the governance and management of the Pearl River Basin from 4 aspects:unified planning,unified governance,unified scheduling and unified management.Lastly,it summarizes experience and enlightenment for further strengthening the governance and management of river basins and for promoting the high-quality development of river basins.
