推动“十六字”治水思路在实践中见行见效--浙江省玉环市治水纪实

Implementing Xi Jinping water governance concept in an effective way--a record of water governance in Yuhuan City of Zhejiang Province

党的十八大以来,习近平总书记就治水发表了一系列重要讲话、作出了一系列重要指示批示,明确提出“节水优先、空间均衡、系统治理、两手发力”的治水思路,为我们做好水利工作提供了科学指南和根本遵循。文章总结归纳典型地区主要实践做法,凝练提出经验启示,对于其他地区更好地贯彻落实“节水优先、空间均衡、系统治理、两手发力”治水思路、推动水利改革发展不断取得新成效具有借鉴意义。

Since the 18th CPC National Congress,General Secretary Xi Jinping has delivered a series of important speeches and made important instructions on water governance,and clearly puts forward the water governance concept of“prioritizing water saving,balancing spatial distribution,taking systematic approaches,and giving full play to the roles of both government and market”.This has provided fundamental and scientific guidance for our water undertakings.This paper summarizes main practices in typical areas and puts forward experience and enlightenment,with the aim of providing reference for other areas to better implement Xi Jinping water governance concept and promote the reform and development of the water sector.
