河湖 “清四乱 ”常态化规范化进展分析与对策建议

Progress analysis and countermeasures for the normalization and standardization of“Rectification of Four Illegal Behaviors”in rivers and lakes

经过四年多的集中整治,河湖“清四乱”工作取得了重大效果,涉河湖违法违规行为得到有效遏制,河湖水质逐步向好,河湖面貌明显改善,但目前仍存在一些共性的难点问题。文章梳理总结了河湖“清四乱”成效和主要做法,分析了当前“清四乱”工作的难点,从发挥流域机构监管作用、完善政策标准和规划体系、加强农村河湖治理能力建设和强化依法依规管理保护等方面提出了对策建议,为河湖“清四乱”常态化规范化提供参考。

After more than four years of intensive remediation,the work of“Rectification of Four Illegal Behaviors”in rivers and lakes has achieved significant results.Illegal activities involving rivers and lakes have been effectively curbed,the water quality of rivers and lakes has gradually improved,and the appearance of rivers and lakes has taken on a new look.However,there are still some difficult problems.This paper summarizes the effectiveness and main practices of“Rectification of Four Illegal Behaviors”in rivers and lakes,and analyzes current difficulties.Countermeasures and suggestions are put forward in terms of playing the regulatory role of river basin agencies,improving policy standards and planning systems,strengthening capacity building of rural river and lake governance,strengthening management and protection in accordance with laws and regulations,with the aim of providing references for the normalization and standardization of“Rectification of Four Illegal Behaviors”.
