国外节水相关制度建设经验借鉴

Foreign experience in the building of water-saving related systems

节水是全球众多国家解决水资源短缺问题、提高水资源利用效率的重要途径。文章分析了新加坡、以色列和美国的节水概况、相关制度建设及经验做法等,总结借鉴了相关经验,提出了健全节水制度体系、理顺节水管理体制、强化节水财税支持、创新价格税费机制等相关建议,为加快推进我国节水立法进程、促进水资源集约节约利用等提供参考。

Water-saving is an important pathway for many countries in solving the problem of water shortage and improving the efficiency of water utilization.This paper analyzes the general situation of water-saving,relevant system building experience and practices in Singapore,Israel and the United States.Suggestions are put forward including improving water-saving system,rationalizing water-saving management system,strengthening water-saving financial and taxation support,and innovating the price and tax mechanism,in order to provide reference for accelerating the progress of water-saving legislation in China and promoting the intensive and economical utilization of water resources.
