基于未确知理论的科技人才评价研究——以河北省为例

摘要 针对河北省基础研究人员、应用研究人员、成果转化研究人员成长特点,以基础研究型科技人才为例,以科技人才的知识、能力、业绩、贡献作为考量指标,利用熵权度量法、未确知测度理论建立了河北省科技人才分类评价模型,通过对科技人才评价测度,找出影响科技人才成才的关键因素,为全面掌握河北科技人才工作态势、有效判断人才发展趋势提供一定的理论依据。 According to the growth characteristics of basic researchers, applied researchers, achievement transformation researchers in Hebei province, taking basic researchers as the research objects, the indicators system is simplified with entropy weight measurement, including personal knowledge, ability, performances and contributions, and the evaluation model of science and technology talents is established with unascertained theory in this study. Using the new model, the key factors affecting science and technology talents are found out, which could provide theoretical basis for comprehensively mastering Hebei science and technology talents work, and effectively judging the trend of talents’ development.
