摘要
深入探究科学数据安全治理路径,以期为我国数据安全战略的实施提供参考。基于信息生命周期管理模型,从制度、技术、设施、人员4个要素出发对科学数据在存储、管理、应用3个层面的安全问题进行归纳,并从科学数据治理主体出发探究治理路径,进而提出我国政府应从宏观层面完善以数据安全为核心的基础性制度建设,研究机构应从中观层面构建全面的科学数据安全管理机制,科研人员应从微观层面提高科学数据安全管理素养等建议。
To explore the scientific data security governance path,so as to provide reference for the implementation of data security strategy in China.Based on the information life cycle management model and considering the four elements of system,technology,facilities and personnel,the safety problems of scientific data storage,management and application were summarized and the governance path from scientific data governance subjects was explored.It is proposed that the government should improve the basic system construction with data security as the core at the macro level,research institutions should build a comprehensive scientific data security management mechanism at the middle level,and researchers should improve the scientific data security management literacy at the micro level.
