我国社会信用法律体系的时代特质、现实困境与优化向度

On the Times Characteristics,Realistic Difficulties and Optimization Direction of China’s Social Credit Legal System

诚信问题是一个国家社会治理能力的体现,其中建立完备的社会信用法律体系是实现社会信用体系健康发展的根本保障。当前我国的社会信用法律体系存在统一规范较为欠缺、失信惩戒缺乏实效、信用评估标准尚不健全和信用资源壁垒深厚等多重困境。因此,需要立足全局,统筹规划,通过颁布统一的《社会信用法》、健全社会信用评级制度和建立失信联合惩罚机制等措施来确保社会信用法律体系的完备高效,从而为建设社会信用体系助力。

Integrity is a social issue faced by all countries in the world.It reflects a country’s social governance ability.At present,there are many difficulties in China’s social credit legal system,such as serious lack of unified norms,lack of effectiveness of punishment for dishonesty,confusion of credit evaluation standards and deep barriers to credit resources.Therefore,we need to ground our work in the overall situation,make overall planning,and ensure the integrity and efficiency of the social credit legal system through the promulgation of the unified social credit law,the improvement of the social credit rating system and the establishment of a joint punishment mechanism for dishonesty,so as to help establish the social credit system.
