基于TOPSIS-物元模型的流域生态补偿绩效研究——以东江流域为例 被引量:2

摘要 从生态补偿的内涵出发,基于对流域生态补偿的发展历程与实施效果,总结流域生态补偿绩效评价的主要方法,并得出我国生态补偿的关键矛盾在于未建立制度性的科学测算、绩效评估,导致无法引入市场机制、未能形成公平合理的补偿的结论。因此,文章运用熵权法、TOPSIS-物元模型法定量对东江流域生态补偿进行绩效评价。通过对生态绩效、分工绩效、社会绩效、集约绩效等4个维度的指标体系构建,针对2010年—2018年期间东江流域的8个城市进行定量绩效评估,得出相应绩效评价结果,并总结得出生态补偿标准仍待精确核算、断面监测方式有待商榷、只重干流、不重支流的补偿模式特征的评价结果,并对这一类问题提出针对性的解决方式,以期对流域生态补偿制度构建提供参考。 Starting from the connotation of ecological compensation, based on the development process and implementation ef fect of ecological compensation in the basin, the main methods of performance evaluation of ecological compensation in the basin are summarized, and the key contradiction of ecological compensation in China is that there is no institutional scientific measurement and performance evaluation. This leads to the conclusion that the market mechanism cannot be introduced and fair and reasonable compensation cannot be formed. Therefore, this paper uses the entropy weight method and the TOPSIS-matter-element model method to quantitatively evaluate the performance of ecological compensation in the Dongjiang River Basin. By constructing an index system of four dimensions, including ecological performance, division of labor performance, social performance, and intensive performance, quantitative performance evaluation was conducted for 8 cities in the Dongjiang River Basin from 2010 to 2018, and the corresponding performance evaluation results were obtained. The ecological compensation standard still needs to be accurately calculated,the cross-section monitoring method is still under discussion, and the evaluation results of the compensation mode characteristics only focus on the main stream and not on the tributaries, and put forward targeted solutions to these problems, in order to improve the construction of the ecological compensation system in the river basin.
