我国体医融合政策执行的制约因素与路径选择--基于史密斯政策执行过程模型的分析

Study on the Restrictive Factors and Path Choice of the Implementation of Sports Medicine Integration Policy in China Based on Smiths Policy Implementation Process Model

目的:政策执行难是阻碍我国体医融合改革与发展的关键因素,分析体医融合政策执行中存在的问题并提出相应的路径选择,为体医融合政策的完善提供参考.方法:以史密斯模型为理论指导,运用文献资料、逻辑分析等方法对相关政策文本进行分析,获取当前政策执行相关问题并提出建议.结果:我国体医融合政策执行过程中存在着政府权责模糊、体医各自为营、受众观念传统保守、体医人才储备呈现疲态、体育医疗融合具体措施不完善等问题.建议:从顶层出发,完善政策法规体系;继续优化职责,推动融合部门协作治理;持续推广观念,多种措施促进整合传播;多方位培养人才,复合培养体医专业素养;改善营商环境,发挥市场调节作用.

Objective To analyze the problems existing in the implementation of sports medicine integration policy,put for-ward the corresponding path choice,so as to provide reference for the improvement of sports medicine integration policy.Methods Guided with Smith model,the relevant policy texts were analyzed by using the methods of literature and logical analysis to obtain the relevant problems of current policy implementation and put forward suggestions.Results There were some problems in the im-plementation of sports and medicine integration policy in China,such as vague government rights and responsibilities,separate op-eration of sports and medicine,traditional conservative audience concept,insufficient sports and medicine talent reserve,and im-perfect specific measures of sports and medicine integration.Suggestion It is necessary to improve the policy and regulation sys-tem,continue to optimize the responsibilities,promote the collaborative governance of integrated departments,take various meas-ures to promote integrated communication,cultivate talents in multiple directions and cultivate the professional quality of sports medicine,improve the business environment and give play to the role of market regulation.
