摘要
数字基础设施建设作为智慧经济时代“新基建”战略实施的表现载体,在推动传统能源产业的转型升级及高级化发展中发挥着重要作用。系统归纳了数字基础设施建设对能源产业价值链攀升及要素配置的作用机理,并基于省际面板数据从基础作用、异质作用及机制作用三个角度实证分析了数字基础设施建设对能源产业高级化、结构高级化及要素高级化的影响。研究发现:数字基础设施建设对能源产业高级化能够发挥显著的促进作用,并存在数字基础设施建设的滞后效应影响。异质性分析表明,地区资源禀赋和产业要素配置差异使得数字基础设施建设对能源产业转型升级的影响具有异质性,在资源型地区和产业要素配置效率低地区中数字基础设施建设对能源产业资本和劳动力要素的配置能力表现得更为明显。机制分析表明,科技创新投入和工业化发展规模能够提升数字基础设施建设的溢出效应,通过进步效应和积累效应强化数字基础设施建设对能源产业高级化的作用效果。研究结论对于理解数字基础设施建设在促进传统产业结构转型、优化产业资本和劳动力要素配置等方面的作用具有一定的理论价值与政策含义。
The construction of digital infrastructure is a manifestation of China’s infrastructure strategy in the era of the smart economy and plays an important role in transforming,upgrading,and advancing the traditional energy industry.This paper systematically summarizes the role of digital infrastructure construction on the rise of the energy industry value chain and the allocation of elements.Based on inter-provincial panel data,the paper empirically analyzes the impact of digital infrastructure construction on the energy industry advancement,structural advancement and factor advancement from the perspective of its three roles:fundamental,heterogeneous,and as a mechanism.Heterogeneity analysis shows that digital infrastructure construction can play a significant role in the energy industry advancement,and this is a lagging effect.We find that the differences in regional resource endowments and industrial factor allocation make the impact of digital infrastructure construction on the transformation and upgrading of the energy industry heterogeneous;digital infrastructure construction has a more pronounced ability to allocate capital and labor factors in the energy industry in resource-based regions and those with low industrial factor allocation efficiency.The mechanism analysis shows that the investment in scientific and technological innovation and the scale of industrialization development can enhance the spillover effect of digital infrastructure construction,and strengthen the impact of digital infrastructure construction on the energy industry advancement through the progress and accumulation effects.The research conclusions have certain theoretical value and policy implications for understanding the role of digital infrastructure construction in promoting the transformation of traditional industrial structures and optimizing the allocation of industrial capital and labor.
