经济实现内生性增长的“钥匙”是市场主体的发展信心,尤其是中小企业的发展信心。私人部门中居民消费是随着收入预期改变的,只有居民收入预期向好,居民才会增加消费。收入预期向好则需要企业实现投资发展,尤其是贡献80%以上城镇就业的中小企业实现投资发展,而企业实现投资发展的前提是具备发展的信心。所以,私人部门发力的大前提是企业具备发展的信心,信心越大,发力则越大,反之则反。
