基于政策工具视角的中药饮片政策研究

Policy research on Decoction Pieces of traditional Chinese medicine from the perspective of policy tools by MSN

目的:通过对近十五年(2005-2020年)的政策文本进行归纳整理,探寻中药饮片制度影响因素,为后续政策的制定和完善提供有效参考。方法:使用政策工具文本量化分析法,对收集到的23项中药饮片政策条款内容进行编号分类和数据分析。结果:占最大一部分的是环境型的政策工具(83.63%),再者是供给型政策工具(9.09%)和需求型政策工具(7.27%),二者所占比相差不大。结论:合理调动环境型政策工具架构;为建造政策推动力,加强供给型工具在政策中的应用;增加需求型工具的总体应用占比,有效拉动中医药需求。

Objective:To explore the influencing factors of traditional Chinese medicine decoction piece system through summarizing and collating the policy texts of the past 15 years(2005-2020),which provides effective reference for the formulation and improvement of subsequent policies.Method:The text quantitative analysis of policy tools was used to number,classify and analyze the contents of the 23 policy items of traditional Chinese medicine decoction pieces.Result:Environment policy tools accounted for the largest part(83.63%),and the others were supply policy tools(9.09%)and demand policy tools(7.27%)which had not significantly difference.Conclusion:It is suggested to reasonably mobilize the framework of environmental policy tools,establish policy impetus,strengthen the application of supply tools in policy,increase the overall application proportion of demand tools,and effectively stimulate the demand for traditional Chinese medicine.
