The Rural Revitalization Strategy under the Goal of Common Prosperity:Its Internal Mechanism and Path Selection

乡村振兴要在共同富裕总体目标下推进。这就要将乡村振兴任务与共同富裕目标相对接,以分配制度改革激发乡村振兴内生动力,探索农户、合作社、村集体、农业企业、政府等涉农相关利益主体通过利益耦合机制形成乡村发展利益共同体。这个共同体其实就是乡村的组织创新,这首先要尊重乡村自组织的能动性,其次还要引导合作秩序的扩展以增强乡村机能,最后还要拓展形成乡村高质量发展方式。因此,乡村振兴要着意于乡村组织创新的实践路径探索,从中国社会主义初级阶段农村利益主体多元并存竞争合作的现实出发,厘清市场、政府、社会作用的范围边界,将有效市场、有为政府和友爱社会恰当结合,真正开创新时代乡村振兴的新局面。

The rural revitalization should be promoted under the general goal of common prosperity.So,it is necessary to connect the task of rural revitalization with this goal,enable the reform of income distribution system to stimulate the endogenous power of rural revitalization.The rural development interest community of agriculture-related stakeholders should be formed on the benefit coupling mechanism,including farmers,cooperatives,village collectives,agricultural enterprises and government.Forming this community is actually the innovation of rural organizations.We must first respect the initiative of rural self-organization,then guide the expansion of cooperation order to enhance rural functions,and finally expand the formation of rural high-quality development methods.Therefore,it is necessary to focus on the exploration of the practical path of rural organizational innovation,starting from the reality of the coexistence,competition and cooperation of multiple rural stakeholders in the primary stage of socialism in China,clarify the scope and boundaries of the role of the market,government and society,and properly combine the effective market,promising government and friendly society to truly create a new situation of rural revitalization in the new era.
