融合型治理:城郊村秩序重构的接点互动、运转逻辑与模式转型——以浙江省G镇治理实践为例

Integrative Governance:Interaction of Governance Joint-Points,Operational Logic and Model Transformation of Order Reconstruction in Suburban Village:the Practice of Governance in G Town,Zhejiang Province as an Example

城郊村作为一个利益交错、人员混杂、边界模糊的复杂治理单元,面临着居民身份、公共服务、话语立场、能力体制等多元分割,是推进共同富裕和治理现代化必须弥合的“治理断点”。城郊村秩序重构的关键是寻找、激活、创设各类“治理接点”,推动分割型治理向融合型治理转型。以浙江省G镇探索融合型大社区大单元治理为案例,得出了四条经验性启示:第一,“接点”是融合型治理的先决条件,能够促进分割走向融合。第二,“接点”的动态变化是融合型治理的推进策略,其变化主要表现为时间迭代和空间延展。第三,“接点”的互动过程是融合型治理的运作逻辑,遵循统合式共治的组织逻辑、渐进式融合的行动逻辑、交互式联结的制度逻辑。第四,“接点”的相融相生是融合型治理的目标愿景,城郊村的治理秩序生成是基层党组织领导下点状“治理接点”扩大、交合、联结并生成融合共治的过程。

As a complex governance unit with intertwined interests,mixed people and blurred boundaries,the suburban village faces multiple divisions in terms of residents’identities,public services,discourse positions and capacity systems,which is a“breaking point”that must be bridged to promote common prosperity and governance modernization.The key to reconstructing the order of suburban villages is to find,activate and create various“Governance Joint-Points”and promote the transformation of integrated governance mode.This paper takes G Town in Zhejiang Province as a case study to explore the integration of large community and large unit governance,and draws four basic conclusions.First,the“Governance Joint-Point”is a prerequisite for integration governance,which can facilitate the transition from urban-rural division to urban-rural integration.Secondly,the dynamic change of the“Governance Joint-Point”is the promotion strategy of integrated governance,which is mainly manifested in temporal iteration and spatial extension.Thirdly,the interaction process of the“Governance Joint-Point”is the operation mechanism of integrated governance,which follows the organizational logic of unified governance,the action logic of gradual integration,and the institutional logic of interactive linkage.Fourthly,the goal of integrated governance is the integration and growth of“Governance Joint-Points”.The emergence of the governance order in suburban villages is the result of the expansion,intersection and linkage of the scattered“Governance Joint-Points”under the leadership of the CPC,which is also a process of integration and shared governance.
