横向府际协作治理是中国公共治理现代化过程中区域经济一体化建设的必然选择。因此,推动黄河流域文旅融合的高质量发展,必须回应黄河流域横向府际关系的协调发展问题。从现有的科层制度体系、文旅市场建设、各类激励环境及政府的相关机制来看,黄河流域的文旅融合发展仍然存在着一定程度的治理失灵。因此,提供良好的制度供给、不断满足文旅市场发展需求,并形成良性循环的激励体系对于黄河流域文旅融合的高质量发展至关重要。下一步改革中,需要实现从单一科层制管理到网络式协同治理的转型,推动区域整体的快速发展,需要通过采取建立区域协同意识、增加横向府际协作密度及赋权能力、推动市场合作弥补府际治理失灵等系统化措施加强治理主体间协同。

Horizontal intergovernmental cooperation governance is an inevitable choice for the construction of regional economic integration in the process of public governance modernization in China.Therefore, to promote the high-quality development of cultural and tourism integration in the Yellow River basin, we must respond to the issues of coordinated development of horizontal intergovernmental relations in the Yellow River basin. From the perspective of the existing bureaucratic system, cultural tourism market construction, various incentive environments and relevant government mechanisms, the development of cultural and tourism integration in the Yellow River Basin still suffers from a certain degree of governance failure. Therefore, it is essential to provide good institutional supply, continuously meet the development needs of cultural and tourism market, and form a virtuous cycle of incentive system for the high-quality development of cultural and tourism integration in the Yellow River Basin. In the next step of reform, it is necessary to realize the transition from a single bureaucratic management to a network-based collaborative governance,to promote the rapid development of the whole region, and it is necessary to strengthen the synergy among governance entities by taking systematic measures such as establishing a sense of regional coordination,increasing the density and empowerment of horizontal intergovernmental cooperation, and promoting market cooperation to compensate for intergovernmental governance failures.
