本地高校助力成渝地区双城经济圈高质量发展的路径探究

Path of Local Universities to Help High-Quality Development of the Chengdu-Chongqing Economic Circle

科技创新是促进区域经济高质量发展的根本源泉和不竭动力。成渝地区双城经济圈是国家布局的四大城市圈之一,是唯一一个地处西部内陆的地区,肩负着在西部形成带动全国高质量发展的重要增长极和新的动力源的重大历史使命。而与东部其他3个经济圈相比,成渝双城经济圈面临经济实力不强、创新力量相对薄弱、人才资源不足、地方投入不够等问题。为了探究西部地区本地高校在欠发达地区生存发展并助力支撑成渝地区双城经济圈高质量发展的路径和模式,本文不仅比较分析了世界著名城市圈(群)的发展历程和当地高校之间关系及发展路径,而且探索了地处西部的本地高校,特别是与促进区域科技创新强相关的成渝地区高校,以科技创新驱动成渝双城经济圈经济社会高质量发展的有效路径。研究发现可以为成渝双城经济圈发挥比较优势、实现后发跨越赶超提供参考和借鉴。

Scientific and technological(S&T)innovation is the fundamental source and inexhaustible driving force for promoting high-quality development of regional economy.The Chengdu-Chongqing economic circle,located in the southwest China,is one of the four city circles in China,and aims to be a new driver and an important growth engine of the country’s high-quality development.However,compared to the other three economic circles in East China,the Chengdu-Chongqing economic circle faces problems such as weak economic strength,relatively weak innovation force,insufficient human resources,and insufficient local investment.In order to explore the path and mode for the survival and development in underdeveloped areas of local universities in the western region and help support the highquality development of the Chengdu-Chongqing economic circle,it not only compared and analyzed the development process of world famous city circles(clusters)as well as the relationship and development path among local universities,but also explored how the local universities in the western region,especially those in the ChengduChongqing region closely related to promoting regional S&T innovation to effectively drive the high-quality economic and social development of the Chengdu-Chongqing economic circle with S&T innovation.The findings provide references for the Chengdu-Chongqing economic circle to play its comparative advantages and realize latecomers’development,leapfrog and catch-up.
