The Implementation Mechanism and Optimization Path of Transforming the Advantages of the New Type of Political Party System into Governance Efficiency

新型政党制度根植于中华文明沃土,具有鲜明的内蕴和外显优势。当前实现新型政党制度优势转化为治理效能主要基于三个过程交互展开,即执政党“主导型”制度优势转化过程、参政党“参与型”制度优势转化过程和党际间“协作型”制度优势转化过程。但新型政党制度在制度认知、制度体系、制度执行和执行评价等层面上面临的问题日益成为制约其优势转化的关键性因素。立足制度优势转化目标,可以从四个层面破解新型政党制度面临的制约性因素,即坚持和完善党的领导,创新优化新型政党制度体系,强化新型政党制度执行,构建新型政党制度优势转化评价体系。

The new type of political party system is rooted in the fertile soil of Chinese civilization and has distinct internal and external advantages.At present,the transformation of the advantages of the new type of political party system into governance efficiency is mainly based on the interaction of three processes,namely,the institutional advantages transformation process of“leading type”of the ruling party,the institutional advantages transformation process of“participatory type”of the participating parties,and the institutional advantages transformation process of“cooperative type”among the parties.However,the problems faced by the new type of political party system in the aspects of system cognition,institutional system,system implementation and implementation evaluation have increasingly become the key factors restricting the transformation of its advantages.Based on the goal of the institutional advantages transformation,we can solve the restrictive factors faced by the new type of political party system from four levels,that is,adhering to and improving the Party’s leadership,innovating and optimizing the new type of political party system,strengthening the implementation of the new type of political party system,and constructing the evaluation system of the advantage transformation of the new type of political party system.
