双循环新发展格局中流通梗阻的地方政府责任缺失及其施策重点

市场流通在畅通国民经济运行中发挥着重要的基础性作用,特别在构建双循环新发展格局中,必须把建设全国统一大市场与现代流通体系作为一项重要的战略任务来抓。当前,在我国统一大市场建设过程中存在着市场流通循环的地方分割、流通基础设施的区域差异、流通市场规则秩序的各自为政、流通标准制定的国际话语权缺失等问题,产生了某些流通梗阻现象,形成了影响畅通的诸多“小循环”“弱循环”“乱循环”与“难循环”的问题。从地方政府职能的视角分析成因,包括地方政府建设全国统一大市场的保畅责任缺失,地方政府提供流通领域公共产品的责任缺失,地方政府保畅通的“放管服”责任缺失,地方政府参与对外流通规则制定的责任缺失。因此,构建双循环新发展格局,打通流通梗阻的政府施策重点:一是强化地方政府区域畅通责任,建设全国统一大市场良好环境;二是优化地方政府公共产品供给责任,加大流通基础设施投资力度;三是统一不同区域流通规则秩序,强化地方政府的流通“放管服”职能;四是完善国际流通制度供给责任,增强地方政府对外流通规则制定话语权。

Market circulation plays an important and fundamental role in the smooth operation of the national economy.Especially in the construction of a new development paradigm of dual circulation,we must take the construction of a unified national market and a modern circulation system as an important strategic task.At present,in the process of building a unified market in China,there are some problems,such as the local segmentation of the circulation cycle of the market,the regional differences in the circulation infrastructure,the separation of the rules and order of the circulation market,and the lack of international voice in the formulation of circulation standards,which have caused some circulation obstruction and formed many problems of“small circulation”,“weak circulation”,“disorderly circulation”and“difficult circulation”that affect the smooth flow have formed.From the perspective of local government functions,the causes including the lack of responsibility of local governments in building a unified national market,the lack of responsibility of local governments in providing public products in the circulation field,the lack of responsibility of local governments to ensure“streamline administration,delegate powers,and improve regulation and services”smoothly,and the lack of responsibility of local governments in participating in the formulation of external circulation rules.Therefore,to build a new development paradigm of dual circulation and unblock the circulation obstruction,the government should focus on:First,strengthen the responsibility of local governments for regional unimpeded flow,and build a good environment for a unified national market;Second,optimize the supply responsibility of local governments for public goods and increase investment in circulation infrastructure;The third is to unify the circulation rules and order in different regions,and strengthen the function of local governments to“streamline administration,delegate powers,and improve regulation and services”;The fourth is to improve the supply responsibility of the international circulation system and enhance the local government’s voice in formulating foreign circulation rules.
