老年群体数字鸿沟之弥合路径

The Path to Bridging the Digital Divide among the Elderly

党的二十大报告提出“实施积极应对人口老龄化国家战略”,将应对人口老龄化、发展养老事业和养老产业提高到前所未有的战略高度,这既是满足老年人基本养老服务需求的制度化安排,也是弥合老年群体数字鸿沟的必然要求。随着数字技术的发展,生活数字化与人口老龄化之间存在的落差使部分老年人成为数字化传播时代的弱势群体,老年群体面临的数字鸿沟问题凸显。为此,需要政府、社区、企业、家庭和老年人自身多元主体共同参与,从优化顶层设计,充分释放政策综合效应、强化数字赋能,加快智慧社区建设、践行企业责任,持续提升数字化服务效能、重视数字反哺,加快推动数字技能代际传递、倡导终身学习,全面提升老年群体数字素养方面帮助老年群体跨越数字鸿沟等几个层面,为数字时代的老年群体赋能,不断提升老年人的获得感、幸福感和安全感。

The report of the 20th National Congress of the Communist Party of China proposed“implementing the national strategy of responding proactively to population aging”,which led the strategies to an unprecedented height in response to population aging and developing elderly care programs and services.This is not only an institutionalized arrangement to fulfill the demands of basic elderly care,but also an inevitable requirement to bridge the digital divide of the elderly people.With the development of digital technology,an insurmountable digital divide between life digitalization and population aging results in part of the elderly people being a vulnerable group in the digital information age and the digital divide encountered by the elderly people has given rise to a prominent issue.Therefore,it requires the participation of the government,communities,enterprises,families and the elderly themselves and other multi subjects.It is necessary to optimize toplevel design,fully release the comprehensive effect of policies,strengthen digital empowerment,accelerate the construction of smart communities,practice corporate responsibility,continue to improve the effectiveness of digital services,attach importance to digital feedback,accelerate the transmission of digital skills between generations,advocate lifelong learning,and comprehensively improve the digital literacy of the elderly to help them cross the digital divide and empower the elderly in the digital age.These will continuously enhance the sense of gain,happiness and security of the elderly.
