New Picture and Strategic Planning of EU Higher Education in the Post-epidemic Era--An Analysis on European Strategy for Universities

后全球化时代与全球新冠肺炎疫情的叠加效应带来了欧洲分裂的困境,使欧盟维护欧洲区域稳定、巩固全球竞争力的需求变得空前迫切。进入后疫情时代,为应对上述困境与需求,欧盟颁布《欧洲大学战略》,着手为欧洲高等教育的转型规划全新图景。该战略将高等教育视为欧洲经济复苏源泉、绿色与数字化转型的关键参与者、欧洲生活方式的灯塔以及欧洲全球角色与领导力的驱动者。基于此,欧盟将着力点放在搭建欧洲区域内的跨国合作新框架、扩大高校参与绿色和数字化转型的广度与深度、以欧洲区域合作带动全球合作发展以及加快高等教育治理结构的调整与创新上。

The combined effects of the post-globalisation era and COVID-19 have brought about the dilemma of a divided Europe,making the need for the EU to maintain regional stability in Europe and consolidate global competitiveness more urgent than ever.In the post-epidemic era,in response to these dilemmas and needs,the EU has issued the European University Strategy,which sets out to create a new vision for the transformation of European higher education.The strategy sees higher education as a source of economic recovery for Europe,a key player in the green and digital transformation,a beacon for European lifestyles,and a driver of Europe’s global role and leadership.It focuses on building a new framework for transnational cooperation within the European region,expanding the breadth and depth of universities’engagement in the green and digital transformation,using European regional cooperation to drive global cooperation,and accelerating the restructuring and innovation of higher education governance.
