共建共治共享理念下推进我国城市社区体育微治理研究

Research of Promoting Urban Community Sport Micro—Governance Under the Concept of Collaboration,Participation and Common Interests

“十四五”时期,坚持共建共治共享社会治理制度,加强党建引领基层治理体系和治理能力现代化建设,成为创新城市社区体育治理的重要保障。采用文献研究、实地考察及案例分析等方法,在梳理不同时期城市社区体育治理演变轨迹基础上,提出共建共治共享型城市社区体育微治理,并结合4类城市社区体育微治理案例的结构与机制,从微单元、微组织、微平台、微服务及微机制5个方面进行内容架构。研究认为,该模式在推行中易受悬浮化现象、智慧引擎体系脆弱及主客体利益共享冲突的影响,需围绕社会化、法治化、专业化和智能化,从政府角色转型、社会力量嵌入补充、党建引领社区体育微治理体系铸造及科技赋能实现治理的实时泛在4个方面践行方略。

During the time of the 14th Five-year Plan, insist on the social governance system of collaboration, participation and common interests, strengthen modernization of the system and capacity for primary-level governance have been an important guarantee for the innovation of sports governance in urban communities. Using the methods of literature research, field investigation and case analysis, this study proposed the urban community sports micro-governance of collaboration, participation and common interests, on the basis of sorting out the evolution process of sports governance in urban communities during different times.Combining with the structure and mechanism of the four types of community sports micro-governance cases, this study conducted a content structure from five elements: “micro-unit”, “micro-organization”, “micro-platform”, “micro-service” and “micromechanism”. It is concluded that this model is susceptible to the influence of the phenomenon of suspension, the fragility of the intelligence engine system, and the conflict between the interests of the subject and the object. The model should be applied in practice around socialization, legalization, specialization and intelligence, by changing government role, embedding and supplying social force, leading by Party building and forming community sports micro-governance system, and propelling real-time existence by technology.
